The main job of the program chair is making sure that the reviewers review the papers in a timely fashion. If a reviewer goes two weeks without doing anything, give the paper to someone else. -- RalphJohnson
It's hard to tell what is going on while your shepherds are doing (or aren't doing) their job. Consider asking them to cc the program chair on every correspondence. -- WardCunningham
