In a DateStamp, time information follows the decimal.
It can appear as just hours, hours and minutes, or hours minutes and seconds. Recently, I have decided to append the ?TimeZone after the seconds. Anyone who needs fractional second accuracy needs to be using UTC or GMT anyway. That encodes a pattern into a DateStamp that conveys information to both you and your computer. -- ChrisGarrod, 20020304.21360008 -- good example, I don't have the seconds handy, and any DateStamp ending in 00xx could be just such a situation.
